Time spent on ADDIE phases

How much time do we really spend on each ADDIE phase?

The real ratio might vary from organisation to organisation. But in my experience, the development phase takes the most time and effort.

This fact does make me a bit uncomfortable because I strongly believe the quality of each learning programme hugely depends on the quality of the first two phases. Deficiencies or even errors can hardly be compensated for later on.

I’d love to hear your thoughts on that.
